If you want to disable selection of only locked cells and not the whole sheet:

1. Select all cells in the sheet and uncheck "Locked" in Format | Cells | Protection Tab
2. Select only the range of cells you want to make readonly but this time check "Locked"
3. Now protect the whole sheet (with/without a password) and uncheck "Select locked cells"
